Médecins Sans Frontières (MSF) ouvrira le 5 décembre à Pantin un centre d’accueil pour jeunes migrants non accompagnés et d’orientation médical et administratif destiné à leur venir en aide.
25 000, c’est le nombre estimé de jeunes qui vont demander le statut de mineurs non accompagnés en France en 2017. Ce centre apportera à ces jeunes qui se déclarent mineurs non accompagnés un soutien grâce à quatre pôles d’activités : juridique, soins somatiques, santé mentale et vie sociale. Avec le soutien de plusieurs associations (ADJIE, Safe Passage, Le COMEDE et les avocats du barreau de Paris et de Seine Saint-Denis), les équipes MSF assureront aux jeunes un suivi de leur situation et un soutien dans leur parcours.
Médecins Sans Frontières will open on december 5th at Pantin a reception center for unaccompanied minors migrants and of orientation medical and administrative intended to help them.
25 000, it is the estimated number of young people who are going to ask for the status of minors not accompanied in France in 2017. This center will bring to these young people who declare themselves minors not accompanied a support thanks to four sectors of activity: legal, somatic care, mental health and social life. With the support of several associations (ADJIE, Safe Passage, Le COMEDE and the lawyers at the Paris bar and Seine Saint-Denis), the MSF team will assure to the young people a follow-up of their situation and a support in their route.

Infection Control Specialist

Department

The Medical Unit in MSF New York is part of the Medical Department of Operational Center – Paris (OCP) and provides technical support for: Tropical Medicine, Infectious Diseases (including antibiotic resistance (ABR), medical article writing and publication and special projects, such as the Febrile Illness Diagnostic Program (FIDP).

Project

MSF and in particular OCP, is committed to providing hospital-based secondary and tertiary care to those ill and injured across the range of the organization’s mission contexts. For instance, surgical and neonatal programs are a major component of our hospital activity, MSF OCP leads the MSF movement in the number of surgical acts performed annually.  In our projects in Africa, the Middle East, and the Caribbean, MSF performs life- and function-saving surgery for war- and accident-trauma. Additionally, MSF OCP assisted more than 60 000 births and admitted 12 000 newborns for in-patient care in 2016, being the newborns a particularly infection-susceptible population with known high mortality rates if their infections are not properly treated.

Infections of soft-tissue, bone, and bloodstream acquired either prior to hospitalization or in-hospital are a major challenge to the successful outcome for these patients, particularly considering the global problem of ABR.  In recognition, MSF has made ABR a focus of operations, policy, and advocacy.  The MSF OCP medical department has created a multi-disciplinary team to address ABR in its operations, including an infectious disease specialist, a microbiologist and an epidemiologist.  For 2018, MSF OCP will finalize its 2018-2021 ABR roadmap (a model for MSF as a whole) which will focus on 4 pillars: antibiotic stewardship, infection control, the microbiologic identification of the etiology and drug-resistance patterns of the principle life-threatening infections encountered in our patient populations and operational research.  In 2018, the ABR team will be based primarily in New York and an Infection Control Specialist (this role) will be added to provide expert support.

Tasks

Essential Functions and Responsibilities

  • Within the ABR OCP roadmap goals, the infection control specialist will establish a framework for the policies and procedures of hospital-based infection prevention and control (IPC), focusing initially on hospital care.
  • The incumbent will be responsible for issues relating to IPC, including sterilization (quality of materials used by MSF, definition of standards, procedures and implementation) and the selection, procurement and use of material for it (hygiene and sterilization products, medical equipment)
  • In collaboration with other medical department referents: review and update current MSF OCP IPC policies and recommended practices, adapted to the context and specific activities of our hospital-based projects. This will include: minimum standards required of all hospital structures, which may include everything from ward layout, cohorting of patients, wound care practices, hand hygiene, barrier practices, hospital environment sources of pathogenic bacteria, etc. 
  • Mapping of IPC in our projects and evaluation of IPC needs
  • Make regular field visits to implement and evaluate performance of hospital IPC activities, sterilization and hygiene practices including working with hospital managers and operations to evaluate isolation/contact precautions capacity in existing and planned hospital structures that have microbiology capacity for IPC of patients with multidrug resistance (MDR) pathogens.
  • Work with surgeons, infectious diseases’ specialists, the pharma team and others to develop standard case definition for hospital-acquired tissue infections. 
  • Work with the medical department ABR team to define the roles and responsibilities and training needs of personnel to establish, monitor, and reinforce basic infection control practices appropriate for all MSF OCP hospital structures as well as in specialized hospitals, contribute to the description and function of a multi-disciplinary hospital “ABR team” that coordinates and collaborates on microbiologic identification of antibiotic resistant organisms and antibiotic stewardship personnel to promote appropriate use of antibiotics.  In addition, contribute to training materials for infection and ABR control adapted to OCP hospital levels and activities. 
  • Briefings and debriefings of expatriates going and coming from relevant missions
  • Respond to field queries about questions on hygiene sterilization, IPC including identification and control of hospital outbreaks of ABR.
  • Participation in the activities of the medical department:

Preparation of the annual and/or multiannual plan,

Participation in training,

Support to the HR department for the validation of CVs, volunteer placements in its area of competence

  • Contribute to formulation of operational research questions relevant to IPC, including systematic review of nosocomial infections in resource-limited settings.
  • Collaborate with IPC-relevant partners, both within MSF including intersectionally and external to MSF regarding IPC in resource-limited settings (implementation, monitoring, evaluation).  In relationship with MSF-USA:
  • Collaborate with the different departments in the NY office (programs, communications, fundraising, field HR, Access Campaign)
  • Participate in different MSF-USA activities: general assembly, info days, webinars, etc.
  • Represent MSF at different conferences, meetings with academia and other NGOs.

 

Qualifications 

Required:

  • Medical Doctor, Registered Nurse (RN), Bachelor of Science in Nursing (BSN), Hospital Pharmacist or advanced degree, with formal Infection Control training
  • At least two years’ experience as an Infection Preventionist in an acute care setting or equivalent combination of education and experience.
  • Knowledge of infection prevention control practices and processes.
  • Previous work in or knowledge of the developing country context and understanding of its challenges
  • Ability to work as a team member and interact with broad spectrum of healthcare personnel.
  • Excellent written and verbal communication skills.
  • Strong computer and data entry skills, especially in Microsoft Word, PowerPoint, and Excel.
  • Skilled in organizational behavior and group dynamics.
  • Independent, able to write clearly and succinctly, ready to collaborate as a team.
  • English language fluency required;
  • Ability to travel, spending up to 30-40% time in Paris operational center headquarters and field visits.

Preferred:

  • Experience working in the field with MSF or a similar humanitarian organization.
  • French language fluency. Other languages are an asset (i.e. Arabic)
  • Certification in Infection Control or similar.

Major Gifts Officer

Department

Our dynamic Development Department is responsible for raising over $370 million annually in funds in order to meet the financial needs of our organization which allows MSF to carry out its mission effectively and efficiently.

In the Development Department, the Major Gifts team of the Development Department is responsible for raising nearly $95 million from major donors.

Project

Under the direction of the Director of Major Gifts, the Major Gifts Officer identifies, develops, manages, and grows strategic relationships with existing and potential MSF major donors. This includes cultivation, stewardship and solicitation plans for a portfolio of 200+ individuals with the goal of securing funding for MSF-USA. S/he engages donors directly through personalized communications and outreach that deepens their relationship with the organization. S/he will work in close collaboration with seven team members who comprise the Major Gifts unit at MSF-USA. 

Tasks

  1. Essential Functions and Responsibilities:

 

  1. Major Donor Relationship Management (85%)

Creates and implements cultivation and solicitation plans for major donors on a case-by-case basis. using multiple touch points including personal meetings, email, telephone, targeted mailings, invitations to MSF events, and/or to donor parties and other cultivation activities.

Manages existing private major donors, re-engages lapsed donors, and initiates new relationships.  Responsibilities include building appropriate strategies and creating the tools needed to initiate and cultivate these relationships.

Conducts follow up from donor meetings on a timely basis ensuring that information received is entered into the database, donor debrief record and discussed with key team members.  Also ensures that any donor requests from the meeting are followed up within one week of the meeting.

Informs current and potential contributors about MSF programs and needs; solicits individuals to contribute via donations and/or planned giving and to make multi-year commitments.

Identifies donors that could be helpful in making introductions to new prospects for funding and/or in other areas that could assist MSF. 

Contributes to the development of the Major Gifts strategic and annual plan designed to meet priority funding needs and to effectively communicate about MSF field activities and advocacy efforts.

Under the direction of the Director of Major Gifts and in coordination with members of the Major Gifts team, works with other departments including Program, Communications, Finance, and the Operational Centers, when appropriate, to obtain materials and information needed for the accurate communication of information to donors. 

Initiates and participates in donor meetings and, as appropriate, includes the Executive Director, Board of Directors, Development team members, MSF aid workers, and other key staff.

Determines annual projections of the major donors in his/her portfolio.

Schedules and coordinates selected major donor events including receptions, house parties, in-house presentations, and conducts appropriate follow-up (donor requests, information collected, next steps, etc.).  Works closely with senior staff to develop appropriate content for major donor events and to identify and schedule MSF representatives.

Develops presentation materials for donor meetings, as assigned.

Makes every effort to ensure that the privacy of the donors is respected.

Responsible for staying abreast of MSF and international news and for building a general overall knowledge of the organization, including regularly reading general MSF publications and attending office presentations and flash meetings, in order to understand and explain MSF programs and financial information.

Ensures that information received from major donors is kept current and accurate in database.

  1. Department Administration (15%)

Contributes to documenting the business policies and procedures followed by the Major Gifts team.

Attends regularly scheduled staff meetings, Program updates and office-wide debates to participate in information sharing across all departments and stay informed on important MSF topics so as to be able to contribute to the organization’s ongoing development.

  1. Fiscal Responsibility

Contributes to the generation of revenue by supporting the Major Gifts Annual Plan, Is responsible for maintaining the privacy of donors’ personal and financial data.

  1. Extent of Public Contact

Regularly represents MSF programs and policies to key funders and prospects. Within the MSF movement, interacts with all levels of staff and field volunteers and Board members to stay abreast of MSF issues.

  1. Physical Demands

While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within the context of a moderately noisy office with many interruptions.  To travel to the field (usually in the developing world), the employee must attest to physical fitness to endure physically difficult, high stress situations which may include the necessity to walk long distances, carry a backpack or other equipment of up to 50 pounds, to ride long distances over very poor road conditions, to eat a limited diet and/or to reside in potentially uncomfortable housing or tents.

  1. Working Conditions, Travel and Environment

The duties of the job require regular attendance 5 days/week for a minimum of 35 hours.  Must be available to work before 9:00 am, after 5:00 pm or on weekends, as required.

Must be able to travel as required for standard domestic and international business travel (donor meetings; off-site events; conferences).  May be asked to travel to MSF field projects.  While performing the duties of this job in the field, the employee may be exposed to precarious settings under high security and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.

Requirements

  • Minimum 5 years of Development experience, preferably in the areas of Major Gifts
  • Bachelor’s degree,
  • Excellent oral and written communication skills.
  • Excellent interpersonal, presentation, and negotiation skills.
  • Knowledge and interest in international affairs and humanitarian issues.
  • Experience in all aspects of donor cultivation (research, writing, follow-up, and stewardship)
  • Ability to analyze and synthesize complex and sensitive material, and to present appropriate, well-informed messages to donors.
  • Ability to write a range of correspondence from formal business letters to donor focused thank you notes.
  • Ability to handle a large volume of work under pressure and with deadlines.
  • Excellent time management and organizational skills.
  • Keen attention to detail with ability to track multiple projects at one time.
  • Ability to work with a minimum of supervision.
  • Excellent judgment and diplomacy.
  • Facility with spreadsheets, budgets and forecasting.
